Greetings. I am Juliano, and we are the Arcturians. To understand planetary stages of a civilization, a galactic perspective is needed. We have traveled around the galaxy and visited many other planets, becoming involved with them in the same way we are now involved with Earth. We are consultants and counselors who communicate telepathically as ascended teachers or masters from the fifth dimension.
