Yes — it is in the second chapter of book one of the Explorer Race Books.

What do you want to know about the mechanical planet, which does not exist anymore? A moment. [Pause.] This planet does not exist anymore. It was an exercise to see if it was possible to duplicate a planet made of something that resembled a functioning mechanism, though we are not talking the kind of machines you use. It was more of a plasma, but the entities, the plasma, were disinclined to remain permanently. So the planet was just temporary, what you would call a century or so. It was like saying, "Well, it can be done," and that was it. That’s the planet you’re talking about?
